Guidance & Frameworks

The Global Observatory is laying the foundation for gender equality data and research by defining and selecting a comprehensive list of 70 key Gender Equality & Sport Indicators. In addition, the Global Observatory presents a thorough overview of existing frameworks relevant to international, national, and organisational commitments on gender equality and Physical Education, Physical Activity, and Sport (PEPAS ).

To further guide the research community, the Global Observatory also offers its Global Research Agenda, which identifies both emerging and persistent gaps in gender equality research that need to be addressed. Together, these efforts provide a foundational platform for advancing data-driven progress toward gender equality in sport and physical activity worldwide.

GO Knowledge Hub

Achieving meaningful progress toward gender equality in sport requires stronger global coordination and actions grounded in reliable data. There remains a significant need for harmonised efforts, common reference points, and evidence-based tools to guide policies and programmes. The GO Knowledge Hub responds to this need by offering key resources that support informed decision-making and effective implementation. This first section presents the foundational definition, frameworks and strategic guidance developed by the Global Observatory, in line with its mission to foster accountability, coherence, and progress across the PEPAS sector.
