Gender Equality & Sport + Indicators

The Kazan Action Plan calls for stronger systems to measure how sport, physical activity and physical education (PEPAS) advance gender equality and the Sustainable Development Goals. In response, the Global Observatory has developed the a list of Indicators, to track and monitor progress worldwide. These indicators bring together data to build a clearer picture of gender equality in and through sport, while highlighting critical gaps. The results will support governments, organisations and partners to better evaluate commitments and drive meaningful change.

Methodology

The GO Indicator Project began with a collaborative process involving experts and stakeholders to identify an initial list of 260 potential indicators. This list was refined to 77 key indicators, selected for their relevance and feasibility in measuring gender equality in and through sport, physical activity, and physical education. Following a thorough review, the first phase of data collection was launched. This phase marks the starting point of an ongoing process, with future rounds of data collection and stakeholder feedback planned to further strengthen and develop the indicators.

A list of 77 indicators identified

The indicators identified and selected by the Global Observatory measure gender equality across three areas: 1) National Context 2) Physical Activty 3) Physical Education 4) Sport. There are 77 indicators which cover themes such as participation, leadership, policy, resources, and the prevention of gender-based violence. They were analised and selected to align with global priorities like the Sustainable Development Goals, the Kazan Action Plan, and UNESCO’s Quality Physical Education framework. Together, they provide a clear picture of progress, highlight gaps, and guide action for governments and organizations worldwide.
