National Laws and Key Policies on Gender Equality in Physical Education, Physical Activity, and Sport

Rwanda

Rwanda, has a strong legal and institutional framework to fromally guarantee women’s participation in inrecreational, cultural, and sports activities. Rwanda Development Board (RDB) is responsible for coordinating implementation of the skills startegy as part of Rwanda’s National Strategy for Transformation (NST1) for implementing “Vision 2050” (which is Rwanda’s long–term national development strategy for promoting economic growth and prosperity as well as improving standards of life for all Rwandans).

NST1 asks that gender equality and equal opportunities for all Rwandans be mainstreamed across all sectors, district strategies and investments. The strategy requires Sports Federations to implement gender equality policies; have special programs for young women; and that women and men teams are supported proportionally. The Ministry of Sports, National Olympic and Sports Committee and sports bodies should develop and implement a gender mainstreaming strategies in the sports sector to increase the participation of women in leadership and other aspects of sports and games: gender mainstreaming strategy for the ministry of sports and culture. Few women engange in sport activities as professionals due to barriers that most women face which include cultural norms, society influences and inadequate opportunities.
